RiverClan, as you know, was a strict Clan. Unlike in certain Clans -coughthunderclancough- the warrior code was considered a serious thing to be obeyed at all times by every cat. As a result of this, the Clan was unquestioning in its obedience to the leader and deputy. The two authorities began to look down on the Clan, feeling as though the other were their only equal, the only other cat who really knew and understood them. This grew to become love.
But RiverClan, as you know, was a strict Clan. The leader and deputy considered themselves above the warrior code. Restrictions were only for the other lowly Clan cats, in their eyes. However, if (and when) the Clan discovered that the leader would be having kits, they knew they'd be run out of the Clan - if they were lucky.
So they devised a plan. By forcing the Clan to build the enclosure, they could distract anyone from noticing the leader's... changes, if you will. Then, before anyone could realize this and overthrow them, they overthrew the Clan.
They spat in the face of the warrior code that had tried to keep them from each other.
They ran away together.
